Strategy
There's a wide range of enemy types on this map, but all of them fall into the standard weapon triangle, so a good mix of swords, lances, and axes can make things easier. Both major enemy captains are draconic units, so a Dracoslayer is also recommended.
Both of your stranded allies are on the west side of the map, so work your way there first. Leo is the only one you need to really look out for; Takumi can handle himself since he has a bow and is being attacked by a Wyvern Lord, but you'll want to keep the lesser enemies off of him when you have the chance. Leo, meanwhile, is being mobbed by a whole bunch of enemies, including Camilla and Corrin, so if you have a Dracoslayer now is your chance to use it.
Once you defeat the targets, Azura's base will open. A Rally Captain Soldier will appear in the upper left corner of the map, and will make things difficult until he is eliminated. A whole bunch of other Soldiers will also appear. Cut through them, and defeat Azura.
